秦城监狱建于一九五八年，是五十年代苏联“老大哥”援助新生的中华人民共和国经济与国防建设的产物。当时，苏联与中国订立的援建项目共有一百五十七个，其中之一便是秦城监狱。但因秦城监狱属秘密项目，对外不公开，所以外人只知道苏联援建的项目是一百五十六个。
